I need to hand authority for social networking links to our SEO manager. Currently, this means I need to give them "administer site configuration," which is far too broad a permission to grant them. I'd like to give them "admin service links" (and a dozen other social networking / SEO permissions).

Attached patch provides the permission. (From our site repo. Please use "cd service_links && patch -p5 < /path/to/patchfile" to apply.)

This feature has been removed long time ago because not much used, so we should think to a different solution, maybe a permission like "administer SEO configurations" shared among the other SEO modules and a configurable section where choose whether or not the displaying should depend from that permission.
