Support comment(s) per data item [#1971680]

Now, for extensive reviews and huge jobs, you want to have comments per job or even per job item.

This can also be added through XLIFF

We currently already have comments per item with a comment thread.

However no status transitions apply (so we don't know if we can expect a "revision"/improvement or if it's just a comment.

We only need to add per-data-item comments.
First we need to check if OHT really supports all these comments in XLIFF.

Yes, comment per item are supported with XLIFF "note" tags.

This will help for a first comment submission. Not for later communication about the job and its progress.
