Settings & Permissions of Show account balance on checkout

I'm not so sure the current settings really make sense:

The translator has a setting to enable / disable to show the balance or not.
Introduced at #1870770: Show account balance on checkout
This happens independent on the user permissions.

If however display of the balance should be suppressed, i think it should be based on lack of a permission.
Any other opinions on that?
