How to upload/manage files outside WYSIWYG editors or textareas?

Hi,

I use IMCE with FCKE to upload images and place them into content but I'd like to upload additional images and/or files and manage them when I'm not editing any content. For example because those files are for menu items as part of theme customization.

Is there a way just to log into my Drupal and upload some files via IMCE without the need to edit or create new content and use html editor integration?
