Merge functionality with search_api_solr_overrides [#1963624]

In the branch 7.x-1.x-merge I'll do some work for merging the approach of search_api_solr_overrides and also try to implement work from #1508140: Allow Solr host settings to be overwritten in settings.php.

Roadmap

Make settings configurable for two modes: "load" (search_api_solr_overrides) or "default" (features approach from this sandbox)
Provide legacy mode for "old" configuration methods.
Provide notification in the server configuration UI, to warn admin, that settings are (partly) overwritten in settings.php
Provide notification on features UI that server defaults are (partly) overwritten in settings.php
Merge with search_api_solr_overrides: #1963636: Update project page - Merge with search_api_override

The functionality is merged. Unfortunately I got no feedback from the search_ai_solr_overrides. This modules is now available as full project on https://drupal.org/project/search_api_override.
