In the branch 7.x-1.x-merge I'll do some work for merging the approach of search_api_solr_overrides and also try to implement work from #1508140: Allow Solr host settings to be overwritten in settings.php.
Roadmap
- Make settings configurable for two modes: "load" (search_api_solr_overrides) or "default" (features approach from this sandbox)
- Provide legacy mode for "old" configuration methods.
- Provide notification in the server configuration UI, to warn admin, that settings are (partly) overwritten in settings.php
- Provide notification on features UI that server defaults are (partly) overwritten in settings.php
- Merge with search_api_solr_overrides: #1963636: Update project page - Merge with search_api_override
