How can I change the default scroll time location in bottom window on week and day views?

Hello all,

On the week view the bottom window with the events by time seems to default to the current time on the server maybe? Same for the day view.

Is it possible to change this so that the scroll point will always default to say 8am? Since the majority of events in my organization happen in the morning I would like to have this scroll position as default.
