Enabling submodules from settings doesn't check dependencies

Which dependency not solved?

All the submodules' dependencies have been defined. Close this issue since it works as design.

When putting the module as dependency in a feature and then going to another server to revert the feature it will display dependency fatal error.

Or when trying to enable the module using drush, it will also give this error:

dependenciesDrush command terminated abnormally due to an unrecoverable error.
