Should extract layout name and region names. See #1939300: Layout names and region names in layout module are not translatable in core for actually applying the translations when available.

Based on the situation that nothing ended up using this in core, I heard this feature may be removed from Drupal 8 altogether. So it looks pointless to work on this one.

This is not going to happen in core. The module was just reverted from core.
