Optionally allow attaching file as a response to long answer question.

Long answer node create/edit form may have a checkbox option. When checked the answering form shall offer file upload field besides textarea.

Link to download the uploaded file need to show up in report page and in evaluation screen, tutor could provide score based on file response as well.
