How to list nodes and comments with a certain tag

Is it possible to create a view with comments and nodes with a certain taxonomy tag. The view should only include nodes and comments with this tag.

If the comment has the tag, but the corresponding node doesn't, the view should only contain the comment and not the node.

Any ideas?
