I'm running a drupal site on a windows 8 machine here at a drupal meetup in Bangkok and we just noticed that the file with Thai file name gets rewritten from คุณลิ่วจาก.jpg to %E0%B8%84%E0%B8%B8%E0%B8%93%E0%B8%A5%E0%B8%B4%E0%B9%88%E0%B8%A7%E0%B8%88%E0%B8%B2%E0%B8%81.jpg and the file cannot be used afterward.
The file is also saved in the file system as คุณลิ่วจาà¸.jpg
