Help with Discount creation workflow?

Hello,

I'm attempting to create a Discount with the latest code, but one requirement escapes me: it seems that a "Discount offer reference" is required to create any type of price discount. Unfortunately I can't find anywhere to create these, and in fact it does seem rather redundant that a "Discount offer" is required before creating a "Discount." It seems like an extra step.
