"Hide content translation links" doesn't work

If I go to /admin/config/regional/i18n/node (as detailed in the handbook) and activate the option Hide content translation links it does nothing. The link was still visible until I went into each content type and set the language fields to be invisible individually.

Disabling the option while the language fields are invisible does nothing, either.
