When trying to test for Clean URLs using:

http://yourdomain/?q=admin/config/search/clean-urls

The test seems to always fail if mod_rewrite was not enabled prior to installation. However, if you enable mod_rewrite after installation and use a clean url ( http://yourdomain/admin/config/search/clean-urls) to access the clean-urls page, you can enable and save the changes thus activating Clean URLs.

Please don't flame this is my first bug report.

I'm seeing the same thing on 7.20, the clean url test fails even when mod_rewrite is enabled.
