In my Drupal install, I have a super user account (account 0) that was used to create the install and performs all of the module/core udpates. However, on a day-to-day basis, I use an admin account (account 1) to perform the site config and other tasks needed for the site. One thing that I noticed with this setup is that when I'm logged in as any other user other than the super user, I cannot see the Panel Nodes option in the Structures > Panels > Settings screen. All I get is a white area where the button exists for the super user account.

I've attempted to tweak all of the settings to make this button show for users other than the super user but there does not appear to be an option for this setting. Am I missing something or is this a feature that has not been implemented or is bugged?

I ask because I have another admin on the server and I would like them to be able to configure the panel settings without needing access to the super user account.
