1. Prefix block editing page title with "Configure" to reflect the action.
2. Remove repeated Block, Block, Block and Block.

xjmLOL. All these changes look great. Can we add "after" screenshots?
Also, it looks like the custom block configuration part might collide with #1871772: Convert custom blocks to content entities, so we should make sure that issue incorporates these changes too once this goes in.
