Since this module controls access to moderated nodes, the node default doesn't have to be unpublished to prevent anonymous users from accessing the content. When the node default is set to "published", newly-submitted moderated nodes can be seen in the moderation queue by any user with "moderate content" permission.
The module does not really addresses #797696: Moderation per role in that users with "moderate content" permission can moderate any published nodes no matter what type from that moderation queue (admin/content/modr8).
