Hopefully I'm not missing something obvious, but I don't see a 'Add user' link/task on either the dashboard or the User view.
Something using the Contextual Administration module would be nice, and it isn't adding too much in the way of dependencies.
Happy to work on a patch, unless of course I'm missing something obvious, in which case I'm happy to be shown the error in my ways.

jenlamptonPatch won't apply to dev for me. I do like the idea of adding 'add user' links somewhere though. Maybe next to the add content links on the dashboard, or do you think we need a whole new content pane?
However we decide to do it, we should do it consistently across all of total control. So if we use contextual administration to add an "Add user account" link then we should also use it to add an "Add Basic Page post" link on the basic page list view.
I'm not convinced that contextual administration links are the right place for the add links, but I'd like to see it in action before I make any decisions. I was leaning towards action links, myself.
