Identify why D.O thought the "Heading" project already existed [#1876910]

When I tried to create this sandbox with the simple project name of "Heading", I was blocked because another project already had that name. The URL does not seem to be taken, so I should see if I can find a project that is named "Heading" but uses some other machine name.

This is a blocker on any move to promote this to a full project.

I originally fell back to the long "Content Heading Links" but I really dislike titles that heavily mismatch the machine name. Switching to #Heading, which is closer to the original intent and also indicates what the module does.

If there's a problem with a module named "heading", this does nothing to help.

Traced "This project name is already in use." to http://drupal.org/sandbox/tstoeckler/1287698. I think #Heading is a nice name, will keep going with it, and probably will retain the machine name through promotion.

This is now a code task to update all references to the project name to "#Heading".
