I noticed that Drupal\layout\Plugin\Type\LayoutManager has no mechanism for dealing with #1780396: Namespaces of disabled modules are registered during test runs, which indicated that it didn't have any test plugins.

This means that we don't really have test coverage for what a layout plugin should do.
