When using the information available at http://drupal.org/node/748022, I had trouble implementing the theming hooks. As it appears the documentation has the hook names wrong. Hooks named THEME_menu_item__* do not work. Instead THEME_menu_link__* - do work.

That's the docs for Drupal 6. Look at the README.txt that comes with menu_block.
