In #1834822: Reestablish test coverage of the toolbar module that was disrupted by mobile update work we added toolbar_update_8001() so that sites upgrading to 8.x will enable the Breakpoint and Configuration manager modules (if they already have Toolbar enabled). Since then, Configuration manager has been removed as a dependency from toolbar.info. The update function (in toolbar.install) should be updated to reflect this.

Patch coming up, as soon as I have an issue number.
