I get this error after trying to enable the theme in latest D8 dev:
The garland theme was not found.

Looks like we have two separate problems: it shows up, but when I try to enable it I get the OP's error:

I tried list_themes() in the Exec PHP block, and in doing so had to enable the Devel module. Maybe Drupal needed a cache clear -- which is indicative of a bug in core, not here.
