Is BEF going to be included in the built-in Views of Drupal 8?

No. (At least as far as I know... :)

Since BEF has started growing to have more and more options, I don't see it be included in core anytime soon. I suppose the underlying idea of BEF (tweaking settings at the theme level) could be added to the Views that's in core, but I haven't pursued that at all.
