background_process 7.x-1.13

NOTE: If you are using Ultimate Cron you WILL NEED TO UPDATE THIS FIRST OR ALONG WITH BACKGROUND PROCESS.
Please make sure no background processes are running while upgrading (or you might need to manually unlock some processes afterwards).
For best "experience" please also update Progress

Bug fixes:

• #1470002: htmlspecialchars() expects parameter 1 to be string, array given in background_process_cron function
• #1536552: cache_menu is bloated
• #1489808: Queued jobs are being deleted
• #1350792: Background Batch: Bind batch job to user instead of session
• #1627924: Process don't get started: I get the »Unknown process:« message.

• Don't store default service host in db, if it's equal to the system's base URL. This will ease migration of databases in most cases.

• Added pseudo round robin load balancing as default.
