Updating views caused Fatal Error

while updating Views to the latest 6.x-3.x version I took my site offline and proceeded to run update.php but was greeted with (http://hoodhippeez.com/update.php?op=info) a blank screen or WSOD. I was told that views 3 might be the issue so I downgraded and I get

Fatal error: Call to undefined function views_include() in /home/hoodhipp/public_html/modules/ctools/views_content/plugins/content_types/views.inc on line 45

please help
