The default page.tpl.php that ships with system.module includes a call to theme('menu-links'), which no longer exists. This patch replaces it with a call to theme('links') with a custom CSS class, just as Garland does it.
I've been studying a number of other open source templates, and I think it might be safe to say that we should move our primary and secondary navigation links out of the header and into the 'container' element, above the sidebars. I'll save that shuffle for another patch, though -- this bug is critical on its own.
