Move system.module.files into their own namespace in keyvalue [#1806986]

Currently drupal_get_filename needs to retrieve the whole of state()->get('system.' . $type . '.files');. If, instead, this would be a separate namespace and invidual key-value pairs then, wherever we currently do need the whole array we could use ->getAll() and setMultiple() (or invidual sets, as it needs to be) but we would gain the flexibility of just getting a single file as necessary.

I saw "Added 'enabled' key to system.module/.theme to avoid setData() + allow for other system critical config data." this as reasoning, well, setData exists so why avoid it, and as long as there is no other system critical config data, what to allow? Why those can't be in another config object?
