Trying to group by vocabularies using a contextual filter.

I Have a block with a contextual filter that picks up on terms from two vocabularies.

I want to sort the results in a way so that the top results are the ones that matched Vocabulary 1, and the rest are from Vocabulary 2.

In other words, if I am displaying 5 results in my block and a node has no terms from vocabulary 1, the 5 results will be from terms in vocabulary 2 which is required... however if there are terms in vocabulary 1, the view allows however many results from vocabulary 1 to show, before going into the results from Vocabulary 2.
