Ctools Dropdown moving outside container [#1805040]

In some themes (such as cube) ctools dropdown links are moving outside their container because of their CSS property "position: relative"

Provides a patch for solve this issue, just set position: relative; to their wrapper td.ctools-export-ui-operations

Sorry the problem was the paths sites/all/modules, i make the patch on my site not cloning ctools repo

The patch was not tested enough and after some revisions failed in Firefox MAC OS, now the position: relative; property was move to the table container because at td level doesn´t work
