For users which do not have the "Administer media" permission the two buttons on the Add Media overlay are not fully visible and the add media overlay dialog appears cut off at the bottom.

I assume, thats a media issue. Moving.
I can reproduce this issue, if the user has only the "view media" permission.

I made a little Patch to "solve" this problem.
But this patch isn't solving the actual problem.
The problem is, that the height from the iframe-body is taken before the CSS is loaded.
So the margins, paddings and so on aren't already active.
So the height for the iframe-body will always be to small.

In this patch I just added fix 71 Pixels to the height.

Hope someone is gonna patch this soon.
