No publish options in Node Creation

I found a problem with this module that I couldn't change the "publish options" when creating a node, only editing a node. I think that an user that belongs to a group that has permission to edit the publish options for a specific node type should see the publish options when creating a node, don't you agree?

I just changed one line in the 7.x-2.x branch and everything is working for me. Take a look in the .patch attached.

ps. I have attached a patch but it's not connected with git version because the one live is different from the 7.x-2.x branch, I don't know why. So, apply manually.
