This issue exists of several steps:
1) Collect all the different "@ingroup views_xxxxx" tags and post them here
* @ingroup views_exposed_form_plugins
is one of them.
2) Collect all the plugin files that contain "@defgroup" and post the file names here
3) Decide where to use @ingroup (should we @ingroup abstract classes?) and @defgroup (this probably can be deleted).
4) Create a patch

You should define a group with defgroup only if you have some documentation to go with it. It will show up as a "topic" on api.drupal.org, so it should have some text explaining a topic. Once you've defined a topic, use @ingroup to assign classes, functions, etc. to the topic, with @ingroup.
