Permissions for Upload module - missing "File uploads" - users cannot upload files [#1773396]

Admin cannot set Permission for Upload module, only "View uploaded files", but row "File Uploads" is missing.

Of course, users are not able to upload any file to node, only admin is.

(No special modules installed, only FCKEditor+IMCE installed. But I tried to set off but nothing happened.)

Please see attached file (in czech language, but hope the trouble is obvious).

Are you logged in as user 1? Are you using the default Garland theme?
