i have looked around website config and forum but cant see how to set so the SIDEBAR FIRST appears below CONTENT for narrow, e.g. mobile, screen sizes, so content is visible first.

is this possible via the UI, or is this just possible by tweaking CSS?

There may be a more ideal way with Javascript or a well-hidden feature in the theme, but the advice I've always received is to simply duplicate the content and put it in the other region, and then just hide one in global styles and the other in default styles.
