Is their the ability to clone fields Groups between two or more content types?

For example I have a a Field Group of 2 Fields on Content Type "X", While creating the another content type say "Y" can you reuse the existing group on Content Type "Y" with the same two fields and same settings.

That's not a feature for field group. If you want such a functionality, it's better to use field collection (http://drupal.org/project/field_collection).
Field group will never clone fields.
