Can I do these with Drupal Commons?

1. Groups (ability to disable users from making there own groups or making private groups)
2. Group images (this image should appear everywhere within a group)
3. A members avatar thumbnail widget in sidebar of a group
4. Friends online widget (avatar)
5. Admin can disable members from deleting there own content
6. Members can edit there content but admin can set a time to lock content, after that, contents cannot be deleted
7. Groups can have an advanced forum. (merge threads, split, make sticky and super sticky threads, reply to posts, attach, advanced signatures, bbcode and image code)
8. Can assign Group admins and mods
9. Events, side wide and group wide
10. Group polls and site wide polls
11. Group blogs
12. Group Wiki
13. User state updates
14. Members photo albums
15. Group event calendar
16. Can Promote users
17. Users cannot delete there accounts
18. Ease of use (updating and plug in installing etc)
19. An elegant look
20. Extended User Profiles and ability to add custom profile fields
21. Group specific User State Updates
22. Does softaculous or fantastico provide quick installations for drupal commons or is it already planned?
23. Can admin set a limit for how many user updates a user can submit a day?
24. featured groups, blogs members, posts forums threads etc

I have so far tried both Buddypress and Ellg and I know there weaknesses. I want to know where and why Drupal Commons falls behind or not

Yes

Yes. But I'm not sure if it appears everywhere. But you can build your own theme or tweak the existing settings.

There is a who is online widget. But it is global. I presume making one just for group members shouldn't be that hard.

This could be done using rules and workflow or workbench moderation, but it is not an out of the box functionality

There is no merge threads or split. There is make sticky but not super sticky. Of course you can reply to posts, attach, have signatures, not sure what you mean by advanced. You can add a bbcode module and attach images in the editor using special image tags (probably the best way is using the media module, but there are many options)

I don't think so. And I don't think it is planned. Only for drupal, but you can't install drupal and later add commons.

There is og_subgroups (https://www.drupal.org/project/og_subgroups). Drupal commons uses og for the groups functionality. But you would have to integrate og_subgroups yourself.

I'm not sure which notification system they are using. But I think the answer is yes.

I think so.
