Resolves Issue #2594149 by kleinmp: Service for getting sites by environment,
drush job to check the urls.

This adds a new services that lists all sites based on the name of an
environment. It further creates drush commands that can be used to check
on the HTTP response of those URLs to provide functionality similar to icinga
or sensu.

Issue #2684339 by kleinmp: Incorrect Error When Listing Sites

Fecher services would incorrectly report that there were no sites listed on a
server if the server responded with an error. Further, in some cases it would
mistakenly report that an HTTP error occured.
