This action doesn't conform with general patterns and is the only code duplication I know of in Rules. IMHO, #1699588: Set-theoretic arithmetic in conditions and actions offers another direction for solving #1393014: Patch to allow email to role(s) to work with an intersection of roles instead of union, and if we could merge Views Rules in the future, then presenting a selection list of values, whether roles or nodes, would be done in a much more robust, user-friendly fashion. What do you think??

At this late point in the D7 development cycle, we won't be removing any actions since many sites may rely on this. Perhaps we could remove it in D8, but there would have to be a fully-working alternative available before we consider this.

If you can provide that alternative, either as a standalone module or as a patch to Rules, then please open a new issue with a pointer to your code and a feature request for D8 Rules.
