I'm opening this as a long-term issue, mostly just because I happen to have read this by quicksketch in another issue and I don't want to lose it:

Hence it's possible that we can't use CTools for making flags exportables. Or if we can, special treatment should be borne in mind.

joachim CreditAttribution: joachim commentedIIRC CTools exportables are a bit more messy if your exportable object lives across multiple tables.
Hence postponed until a decision is made on #1699660: drop {flag_types} table; move bundle data to $flag->options.
