I am wondering if Rules users are interested in this feature.

IMHO, there are many use cases when you need to clone Rule, when editing rule set.

Now only possible way to do it is to export, edit and then import comonent.

There hasn't been any interest from the community for this feature, and I'm not planning to implement this. If someone wants to provide a patch then maybe we can put it into Rules or D8RE, but for now I'm going to close this.
