Restrict access to "Delete domain-specific aliases" checkbox for restricted permissions.

As suggested by #1567502: Domain paths should be visible only for selected (publish to) domains comment #11.

Do we need a separate permission for that?

If not a new permission then the permissions should probably be the same are used to set the domainPath js setting see domain_path.module:228.

Or the delete operation should only apply to the domains the user has access to. This is really a convenience function for admins, so I don't know that is necessary.

I think #1337500: Restrict user to only set path on assigned domains resolves this well enough.
