it seems like htmltidy effects the input of text into the database regardless of whether or not it is selected in the "input format" -- and it does so in a way that erases all \n in the text simply surrounding all text with p tags. so unless you want to use html in all input formats this is a problem.
it is a bit strange that it is doing this without being set to work on the either - there is no way to disable the behavior without removing the module.
