Remove limiting by user in _filter_tips

We are trying to do this #1647512: How to assign a filter format to a user with an og role?. This results in :

Notice: Undefined index: full_html in _filter_tips() (regel 1011 van /var/projects/digipolisos/trunk/docroot/modules/filter/filter.module).
Notice: Trying to get property of non-object in _filter_tips() (regel 1015 van /var/projects/digipolisos/trunk/docroot/modules/filter/filter.module).
Notice: Trying to get property of non-object in _filter_tips() (regel 1016 van /var/projects/digipolisos/trunk/docroot/modules/filter/filter.module).

The patch solves the problem. No security risk because all checks are done in process callback.
