I've noticed that the "Hide the site name via CSS" not taking effect without selecting "Hide site slogan via CSS". Is this working as it is supposed to ?

It works by putting the element-invisible class on the site name element.

I've got a fairly standard install and the slogan and sitename seem to be connected.
The delta and delta blocks modules are enabled, I've got branding selected in the delta blocks config.
You can have both, or neither, but you can't have just one or the other.
The problem seems to be in the Configure Block admin form:
admin/structure/block/manage/delta_blocks/branding/configure
Checking "Hide Site Name" has no effect and is not persisted on save.
Checking "Hide Site Slogan" hides both the slogan and the site name, and both show as checked when the configure block page is shown following a page load.
