Over at #1232700: Allow users to select HTML5 or Flash player as primary as part of a preset, there was initially some discussion about also adding a download fallback. This patch adds that option. Note that this is required for some browsers (in particular, iOS seems very picky with certain mp4 encodings).

ron_s CreditAttribution: ron_s commentedI think we can close this 1.x issue. Selecting a primary embed mode is only an option if using JW Player 6 or earlier. Since then, everything defaults to HTML5. Most current browsers support this, including IE9 and newer.
