Email notifications of import success / failures [#1611662]

Building on #1562030: Unified error-handling function, I'd like to add the following configuration options to mailboxes:

[ ] Notify message senders of successful posts
[x] Notify message senders of failed posts

Then the unified error-handling function in #1562030: Unified error-handling function can send out emails accordingly. I'll need to decide whether to include copies of the original email in bounced failures, since this could be taken advantage of by spammers.

I wouldn't care as much for failures (as they can be tracked in the website's log and should be addressed by admins/developers anyway), however it would be really nice to be able to send automatic confirmations of succesful posts to senders.
