I deleted the three demo image panes that are under the rotating image box (including winter sermon series, support food pantry), etc...

I've been dabbling with how to add back in similar panes with my own custom images for a little while now and can't seem to wrap my head around it. When I create a custom block, it forces the block's title (or a space if no title) to appear, thus offsetting the image in the pane. How do I get just an image to show up in a custom pane?

Those three images were not blocks in the conventional sense of Drupal. They are custom content within the panel.

I feel they really need to be more dynamic to allow for an easier way to update these three blocks. I would think a new image format is necessary and possible nodequeue with an accompanying view for each block. It could be done similar to the Homepage Rotator content type.

I would agree, you could use a nodequeue with a view.
