I'm using 6.x-2.x-dev version

Newsletter has two languages. When I create a new newsletter I select a corresponding language but newsletter send to all subscriptions.

Could you advice me on how to allow users to have a newsletter according their language preferences, please?

A multilingual newsletter is sent to all subscribers.
We try to switch into the recipient language. If not possible, we use the fallback language. In 7.x this contained lots of errors that needed fixing and it possibly is still a bit buggy. Dunno about the 6.x status, but i guess it was worse.
