In earlier versions of Drupal 6 and 7, we set the default upload size to half the PHP post_max_size. This meant that you had headroom where Drupal could handle the fix and give the user an intelligent error message if the file was too big.
Now, we have no way by default to set a limit that's visible in the UI in the file widget that's less than the PHP limit, so a file over size triggers a PHP or server error (the latter possible when using fast cgi).
A simple, backportable, fix would be to add an opaque variable to the function file_upload_max_size() so that one can set the variable to a value lower than the max.
